It is especially in the coastal departments, where this rate had soared in recent weeks, that the situation seems to be improving: the rate is now 278 in Charente-Maritime (against 367 on July 30), 306.4 in Gironde ( against 350.8), 262.4 in the Landes (against 307.5) and 281.9 in the Pyrénées-Atlantiques (against 302.4). An improvement that can partly be correlated with vaccination coverage in the region, which reached on August 4 58.3% of the population who received two doses, against 54.8% nationally.
The situation is not homogeneous, however, and the incidence rate continues to increase in the other departments of the region. Explanations with the director general of the ARS of Nouvelle-Aquitaine, Benoit Elleboode.
How would you describe the situation in Nouvelle-Aquitaine to date?
The incidence rate in the coastal departments of the region – Pyrénées-Atlantiques, Landes, Gironde, Charente-Maritime – which are those where it was highest, is stabilizing. We do not yet know if it is a peak or a plateau, we still have to wait a few days. It can also go up, let’s be careful. In any case, we had strong exponential increases for several weeks, this is no longer the case. On the other hand, in the other departments of the region which were less affected, the epidemic is progressing rapidly, except the Creuse which escapes this trend.
So these departments follow the trend of the coastal departments, with a lag?
It is this, with the difference that they will benefit from a certain number of measures which were not in force in the coastal departments at the time when the delta variant began to flare up. I am thinking in particular of the obligation of the health pass in a certain number of places, and the obligation to vaccinate caregivers, while the vaccination campaign continues to progress. Vaccination does not prevent the virus from circulating, but vaccinated people infect less. It’s a race against time.
Despite everything, how can we explain that this incidence rate in coastal areas is stabilizing, when it has not reached levels of the order of 600 as can be seen in Occitania or Corsica for example?
One of the reasons would be that it was because it was in Nouvelle-Aquitaine that the alert was sounded first, with the appearance of clusters in June. People were therefore made aware very early in the season that the epidemic was there, and began to respect barrier gestures better. It is not the same configuration as last summer.
The other fight is against hospital overload, what is the situation today?
In this fight it is the vaccination which is the most formidable weapon. Take the Landes department which is one of the best vaccinated departments [61,7 % de la population de ce département a reçu deux doses] especially among populations at risk, we have less saturation of hospital services, unlike Charente-Maritime, Gironde and Pyrénées-Atlantiques. But in view of the incidence rates of the last three weeks, we know that the peak in hospitals will arrive from next week, at the worst time since our hospitals are under capacity because of the leave of caregivers of the August. And it is very good that the staff go on vacation, they need it, but the peak will fall when our capacities are going to be cut. This is why we are asking all public and private establishments throughout the region to organize and de-schedule a certain number of non-urgent operations, to free up staff and additional beds, particularly in intensive care.
So we still fear a saturation of hospitals, even as vaccination coverage is progressing?
Yes, because it is not yet sufficient to disconnect the hospital impact from the rise in the incidence rate. Despite everything, this vaccination coverage helps to attenuate the shock. Remember at the start of the epidemic, the incidence rates of more than 300 in the great east forced the intervention of the army to install ephemeral sheaves. We are no longer there.
Is the pace of vaccination in New Aquitaine satisfactory?
It is good, and we know that it will accelerate now that the health pass measures have been confirmed by the Constitutional Council. We are going to have a peak in vaccination centers, knowing that our system is also in great demand to vaccinate tourists. We will not have a logistical problem to ensure the vaccination, and the doses are there. There could be a little tension just before the start of the school year, but it will be transient, of the order of a few days. But we are able to vaccinate everyone by the fall, and even before if people come.
Including children over 12?
We are going to start a vaccination campaign in middle and high schools for those over 12 years old at the start of the school year, but we are already today at 50% of young people between 12 and 19 years old who have received a first dose.
